Pierre est associé au sein de notre département Droit de la concurrence et régulation sectorielle.

En plus de traiter des affaires d’antitrust, de contrôle de concentrations, de subventions étrangères, d'investissements directs étrangers et d’aides d’État, Pierre est également un expert reconnu dans les secteurs réglementés, tels que l’énergie, les télécommunications et les transports. Sa pratique en matière d’antitrust couvre les affaires de cartels, d’accords restrictifs, d’abus de position dominante et d’abus de dépendance économique. Il combine des connaissances accrues en économie à sa pratique du droit de la concurrence, tant au niveau européen que belge.

Pierre représente des opérateurs économiques (actifs, notamment dans les industries de réseau) devant les tribunaux (nationaux et européens) et les autorités de concurrence (belge et européenne).

Il possède également une expérience approfondie dans la réglementation sectorielle : énergie (application des codes de réseau, interdiction des manipulations de marchés et des délits d’initiés (REMIT)), télécommunications (règlement sur les marchés numériques (DMA) et le code des communications électroniques), transports (aérien, automobile, et ferroviaire), commerce de détail et finance (assurance).

Pierre met également en œuvre des programmes de compliance "sur mesure" concernant les différentes questions de concurrence et de régulation.

Avant de rejoindre Strelia, Pierre a été chercheur en macroéconomie appliquée à l’Université Catholique de Louvain (2002-2004), avocat dans deux cabinets d’avocats du Magic Circle (2004-2009), auditeur à l’Autorité belge de la concurrence (2009-2013) et associé dans un cabinet d’avocats d’affaires belge (2014-2021).

Formation

Pierre a obtenu sa licence de droit à l’Université Catholique de Louvain (UCL) en 2001. Pierre a également obtenu, dans la même université, un Bachelier en sciences économiques en 2002 et un master en économie en 2004.

Admission

Pierre Goffinet a été admis au barreau de Bruxelles en 2004.
